Public Notification: Coal Mining Permits. The regulations governing the application, transfer, renewal, or revision of mining permits, 25 Pa. Code § 86.31 (Coal Mining: General), require that applicants and permit holders submit a notification to a newspaper of general circulation in the locality of the proposed or existing mining activities.

Ruqigou Coalfield Fires. Coal mining in the Ruqigou coalfield began in 1960 and since then, 20 coal fires have occurred, both at the surface and underground. Most of these fires burned at small commercial-mines and most of them encompassed a surface area greater than 2 km 2 (Hecker et al., 2007).
